Peña officially steps into the position on Monday, March 23, bringing with him an impressive 26 years of experience serving the Indio community. Most recently, he held the role of Chief Operator for Indio Water, where he built a reputation for technical expertise, reliability, and a deep understanding of the city’s evolving infrastructure needs.
The new department unifies several critical functions—including water operations, streets, parks, landscaping, fleet management, and city facilities—into a single, cohesive structure. City leaders say the consolidation is a strategic step aimed at improving efficiency, responsiveness, and long-term planning as Indio continues its rapid expansion.
Peña’s qualifications reflect both academic and hands-on excellence. He holds a Bachelor of Science in Public Administration from the University of La Verne and has earned California’s highest water distribution certification, a prestigious Grade 5. In addition, he carries multiple certifications in public works management, inspection, and utility supervision—credentials that underscore his readiness to lead this multifaceted department.
City Manager Bryan H. Montgomery emphasized the importance of Peña’s appointment, noting that his leadership arrives at a pivotal time. “Miguel’s commitment to excellence and deep understanding of our community’s water infrastructure are unmatched,” Montgomery said. “His leadership and expertise will be instrumental in ensuring the reliable and efficient delivery of vital water services while maintaining the City’s critical assets.”
