Man of Action Every child can play ball at no cost By Jackie Devereaux Desert Hot Springs, CA – It was not the usual opening day for Little League baseball.

No, it was very different for two reasons. Due to Covid-19 restrictions, there were no mass gatherings of parents, no

pompous opening ceremonies, everyone in attendance had to wear a mask, and practice social distancing. The 26 Little League baseball teams along with their anxious parents had their attendance

staggered throughout the day on Saturday, April 24 to maintain the strict pandemic protocols. But despite all the restrictions, the games did go on without a hitch, and there was a big, big surprise!

By Desert Star Staff RANCHO CUCAMONGA, CA -- Southern Californians looking for relief from a year of staying at home may be cheered by the announcement that the Maloof Historic Home, Workshop and Discovery Garden will reopen to the public on Saturday, May 1, 2021. “We’ve got refreshing, artful experiences in beautiful surroundings, within an hour’s drive of much of Southern California,” says Jim Rawitsch, executive director of the notfor-profit Sam and Alfreda Maloof Foundation for Arts

and Crafts. “The Maloof is what we all need to start recovering and reconnecting after a year of COVID.” The Maloof will be operating at 50% capacity during May, with in-person home tours, art on view, artist projects and woodworking workshops spotlighted throughout the month. These ideas for summertime activities encourage family interaction, and the more kids get to help plan and organize the details, the more engaged you can expect them to be.

Visit Your Local Park

Pack all the kids’ favorite snacks and beverages to keep cool and hydrated. Choose your spot under a big shady tree and spread out for an impromptu picnic. Be sure to bring along outdoor toys for a game of catch or lighten the load and create a nature scavenger hunt with different types of leaves, rocks and flowers for kids to discover. If they come across an unfamiliar plant or animal, snap a picture with your phone so you can do some research on it when you get home. Encourage the kids to draw or design a piece of art reflecting the things they saw.

Learn how to make a faux watercolor masterpiece using Zebra Pen Mildliner Brush Pens. 1. Sketch your design using a pencil. 2. Trace over your pencil design with a bleed­proof technical drawing pen. Be sure to erase any pencil lines still showing. 3. Use brush pens to add blocks of color to each area, but don’t worry about thoroughly covering each line. Use more colors to add more visual interest and depth. 4. Focus on one section of the design at a time. 5. Dip a clean paint brush into a cup of water. Once the design is dry, use brush pens to add details and accent colors then trace over original design lines to add bolder borders.

Create Watercolor Paintings

Away from the school setting, kids sometimes have fewer oppor­ tunities to practice expressing their ideas and getting creative. Fun tools can make an artistic session more exciting, so look for unique methods like blending Zebra Pen Mildliner Brush Pens with water and a paint brush to create fun, pastel watercolor paintings with minimal mess. Encourage kids to devise their own blockades and targets or adapt a classic game like baseball or dodgeball using water sponges in place of the usual balls. You could also do a sponge scavenger hunt to load up everyone’s buckets before the dousing begins.

Find the Animals

Visit your local Association of Zoos and Aquariums accredited zoo or aquarium and have your kids find as many animals as they can from the AZA SAFE: Saving Animals From Extinction species list. It’s a good opportunity to talk about the concept of extinction and why these animals are on the list. Follow up the visit with an activity that reinforces how everyone has a role in conservation and look for ways to help protect each family member’s favorite animal.

Make Oven S’mores

On a rainy night (or any night) make a s’more by putting it in the oven. They turn out just as melty and gooey as the campfire version but with easier prep and cleanup. This is a tasty way to get those creative juices flowing. Experiment with different candies, such as peanut butter cups in place of chocolate bars. Or add different ingredients and have other family members guess the flavors.

Recycled Animal Crafts

Combining a creative activity with an important message such as conservation can help kids grasp big concepts about keeping animals and the earth safe and happy. Use recycled materials such as cardstock and “junk” from the recycling bin as well as hot glue and colored pens or pencils to have your kids create an art project featuring a favorite animal or one they’ve seen at a park or zoo. Simply piece items together to look like the animal as well as its habitat like trees, grass or the dessert. Then hot glue the items to the cardboard base and use pens or pencils to add details.

Keeping in touch with loved ones is fun any time of the year. Pick an overcast or way­too­hot day to spend creating homemade cards to send to family and friends. n n n n n n

Encourage kids to think about their intended recipients to create a card that is unique to an experience or memory they have shared together using favorite colors or recreating the memory. Add stickers or use scissors and additional construction paper or ribbon to add decorations and details. With a grown­up’s help, hot glue items to the base card, if necessary.

Today, most adults report that they were not taught about money when they were children, and the number one category they wished they had learned early is “how to invest.” Luckily for future generations, parents are much more comfortable talking money with their children. What is the best way to teach children about money? As a child, people who learned about money reported their teachers used the triedand-true tools: allowance, a personal checking or savings account, and saving for specific purchases the most. While these top tools may not have changed much, the lessons have evolved. Today, Parents are teaching their children about using credit, charitable giving, and investing. The best guidance starts at home by setting a good example. If you show them financial responsibility, they will most likely adopt those rules in their lives. The right tools can make a big difference. If your child is a visual learner, consider a see-through jar for their savings so they can see their funds grow and shrink with

each deposit and withdrawal. If your youngster is a numbers whiz, an investing account might be just the thing. Most children today have an iPad in front of them a large part of the time. Installing a financial program for children will allow them to train themselves. Early training in categorizing money establishes patterns for future money-management behavior. This lesson introduces children to the concept of dividing their money into categories, namely “save,” “spend,” and “share.” If you’re giving your child an allowance, teach them boundaries with money. Discuss what that allowance should cover by prioritizing

the money they receive. Help them get organized by having a jar for each portion of funds required to obtain their goals. Perhaps, their goal is to purchase a toy. Show them the total cost and how much they will have to put in that jar each week to meet their goal. If your teenager wants to go to the movies with their friends, it should be on their dime. This helps them to have financial responsibility. Before children are 7 years old, it is the time that they develop the conditions of their life. An early start is a key to setting your kids on the path to a healthy financial future. Giving your

kids the tools they need for a healthy financial future isn’t a one-time conversation. Parents who talk with their kids once a week about the issue are significantly more likely to have kids who are savvy about money. Be Ready When Amending CC&Rs (It’s Hard Enough)

By Kelly G. Richardson, Esq. CCAL Amending CC&Rs is not easy. Here are some tips to avoid making it harder.

1. Check with the members. Amending CC&Rs usually takes a supermajority (i.e., more than simply a majority of the quorum), so a good idea isn’t enough – it still needs widespread support. A great proposed amendment is meaningless if the homeowners will not vote for it.

4. Get out the vote. Many members think abstaining is OK if they don’t have time to read everything, but that hurts the amendment’s chances. Divide the community into sectors and assign each sector to volunteers. Apathy is usually the greatest frustration to amendments. 5. Didn’t meet the number? Don’t give up. Civil Code 4275 allows HOAs to file a court petition seeking judicial approval so long as over 50% of all members voted in favor. These petitions really should be viewed as a last resort, due to the legal, mailing, and copying cost involved.

2. Avoid controversial amendments. Be aware of subjects which could be very upsetting to some members. Avoid issues on which a widespread consensus cannot 6. may not be helpful because the new document may be organized differently. Instead, consider distributing a summary of “highlights” of what will be new or different in the proposed CC&Rs. 7. While trying to amend CC&Rs, consider whether bylaw amendments are also needed. More may be accomplished with the same vote (and effort). Bylaw amendments usually require less votes to approve, and if apathy strikes, a court can still order them approved under Corporations Code Section 7515. 8. Allow contrary viewpoints to be heard. Normally, boards explain to members why the proposed amendment should be passed. If some members strongly oppose the amendment, the Wittenberg v. Beachwalk case reminds us that a board cannot prevent others from expressing opposition. If there is a significant amount of disagreement, the HOA should slow down and work toward building a consensus. 9. Have attorneys prepare proposed

amendments. CC&Rs are a legal document. I occasionally learn of clients recording amendments which unknowingly violate the law or contradict another part of the CC&Rs. The association attorney should be involved throughout the amendment process. 10. Along with the desired amendment, add an amendment reducing the supermajority. If the HOA is putting in the huge effort to achieve 75% or 67% approval, include an amendment reducing that to 51% so future amendments are more achievable. 11. Record the amendment. Once the amendment is filed with the County Recorder it automatically binds all present and future owners. Good luck with your update!

Biden Infrastructure Plan Could Boost Apprenticeship Programs

associate dean for technology, applied science and public services at Clackamas Community College, said it’s important this type of on-the-job-training pays people for their work. “Supporting the workforce in that way and helping people gain that education while also helping them provide for their families is really critical and helps people stay in the job, in the labor market, really attached and engaged in the work and will be critical to help us with infrastructure projects,” Hodgson explained. Hodgson reported 13 of Oregon’s 17 community colleges support registered apprenticeship programs. While the state has an extensive network of programs, Hodgson contended it would be good if they could cover more types of work. She pointed out most are based in construction trades. “We have the opportunity

to really look at expanding into areas like manufacturing, information technology,” Hodgson suggested. “There’s a group in central Oregon looking at an apprenticeship for early childhood education workers.” Hodgson noted there are also many advantages to having apprenticeship programs associated with community colleges. “If you are an apprentice that is receiving training at a community college, you are eligible for all of the student services and supports that a traditional student would be eligible for; financial aid, advising, counseling,” Hodgson outlined. “All those different pieces.” There are about 10,000 apprentices in Oregon. Conservationists Back Bipartisan ‘Recovering America’s Wildlife Act’

By Mark Richardson Conservation groups are hailing Congress’ new Recovering America’s Wildlife Act as a once-in-ageneration opportunity to protect at-risk species from what scientists warn could be a mass-extinction crisis. The $1.4 billion measure would boost funding for the Wildlife Action Plan in Arizona and other states to help preserve thousands of vulnerable species. Scott Garlid, executive director of, Arizona Wildlife Federation, sees money from the Act as an investment to help thousands of already threatened or endangered animals and keep others off the list. “We can pay a little bit now, and we can help the species that need it the most, or, if we choose not to do anything, these species are going to end up on the threatened and endangered list,” Garlid contended. “We’re going to face much more dire and expensive consequences down the road.” An updated version

of the bill filed in the U.S. House last week would fund conservation in all 50 states, restoring habitats, reintroducing native species and battling diseases. An additional $97 million is earmarked for wildlife preservation on tribal lands. The bill has bipartisan support in Congress. Garlid noted the measure would help Arizona protect dozens of iconic species. “Arizona is actually in a position to get a tremendous benefit from this,” Garlid remarked. “I think the last estimate was $34 million that would go to the Arizona Game and Fish Department to help them manage the species that they identified as species of greatest concern.” Collin O’Mara, president and CEO of the National Wildlife Federation, believes the Act will fund the type of cooperative efforts that, in past decades, helped preserve numerous species. “The goal of the Recovering America’s Wildlife Act is to invest in that collaborative,

Anthony Hopkins won Best Actor for his role in “The Father” Due to the dark shadow, the pandemic has cast over the entire world this past year; people were forced to remain sequestered at home. Going to a film or play in a theater with others was out of the question. But thanks to Netflix and other streaming services, if we couldn’t go to the movies, they could come to us on a smaller screen for a fee. Thankfully the virus appears to be diminishing in our area, and movie theaters are cautiously reopening so we can catch up on some of this year’s best films which were honored at the 2021 Oscars this past Sunday. I was personally delighted when the Oscar for Best Documentary Feature went to “My Octopus Teacher,” a heartwarming story about the deep friendship between a

man and his octopus friend. The Best Documentary Short winner was “Colette.” The Oscar for Best Animated Feature Film went to “Soul,” and the Best Animated Short Film winner was “If Anything Happens I Love You.” The Best Costume Design Oscar went to “Ma Rainey’s Black Bottom.” “Ma Rainey” also won for Best Makeup and Hairstyling. “Promising Young Woman” took home the gold for Best Original Screenplay, and “The Father” won Best Adapted Screenplay. Best Cinematography and Best Production Design Oscars went to “Mank.” The eight films nominated for Best Picture were “The Father,” “Judas and the Black Messiah,” “Mank.” “Minari,”

“Promising Young Woman,” “Sound of Metal,” “The Trial of the Chicago 7,” and “Nomadland,” which took home the gold. Supreme Court agrees to hear landmark 2nd Amendment case By Desert Star Staff The highest court in America has agreed to hear an appeal, backed by the National Rifle Association (NRA), against New York State’s restrictions on carrying concealed handguns in public for self-defense purposes. Two gun owners and the New York affiliate of the NRA are looking to overturn a decision by a lower court, which rejected their challenge to the state’s gun regulations. New York is one of just eight US states which currently limit a gun owner’s right to carry their weapon in public. The plaintiffs argued that those restrictions had violated their Second Amendment right to keep and bear arms, insisting instead that New Yorkers should also be able to carry guns outside their homes unhampered. The two men initially went to court after the state firearms licensing officer granted them “concealed carry” permits but limited it to hunting

and target practice only. The Supreme Court, which had refused to examine the appeal last June, has now changed its mind, again embedding itself into the heated gun rights debate in America. The case, which will likely be heard in autumn, could prove one of the most significant rulings on the scope of the Second Amendment since the 2008 and 2010 decisions that established a nationwide right to keep a gun at home for self-defense. The plaintiffs’ hopes of success may be boosted by the fact that there’s a 6-3 conservative majority in the Supreme Court after Justice Amy Coney Barrett joined the body in October. Conservatives are generally believed to have a more expansive view of Second Amendment rights. The Supreme Court should settle this issue once and for all, lawyer Paul Clement, who represents the challengers, wrote in his reply brief to the

court. “Thus, the nation is split, with the Second Amendment alive and well in the vast middle of the nation, and those same rights disregarded near the coasts,” he argued. For its part, New York State has urged the justices to reject that argument, pointing

out that the restrictions on carrying guns aren’t a blanket ban and are aimed at reducing crime as well as promoting public safety. The Supreme Court’s announcement will hear the controversial appeal comes in the wake of a string of

deadly mass shootings across the country. Earlier this month, a gunman killed eight employees. He then committed suicide at a FedEx facility in Indianapolis, while two similar incidents in Georgia and Colorado killed a combined total of 18 people in March.

Governor’s Fracking Ban Gets Mixed Reaction from Climate-Change Groups

By Suzanne Potter SACRAMENTO, Calif. -- Clean-air advocates say they have mixed emotions about California’s plan to phase out fracking. Gov. Gavin Newsom said Friday the state will not issue new fracking permits starting in 2024 and will work to end extraction of oil and gas by 2045. Kobi Naseck, the coalition coordinator for a group called Voices in Solidarity Against Oil and Gas in Neighborhoods, said the move is a considerable step toward climate justice, but he’d like to see a mandatory 2,500-foot setback for the new or pre-permitted well to keep them away from homes, schools, hospitals and retirement homes. “Taking a look at the science, it’s straightforward to see that 2,500 feet is the minimum that we need to protect people, especially pregnant mothers, from the negative health impacts that

include cancer, asthma and now a high risk of COVID-19 mortality” Naseck asserted. Opponents of the governor’s plan say it will cost jobs and increase the state’s dependence on imported oil. A bill to ban fracking, Senate Bill 467, failed a few weeks ago in committee. A slimmed-down version that solely focused on buffer zones currently lacks the votes to pass. California is the only major oil-producing state that does not require setbacks near wells to control air pollution. Dan Ress, staff attorney with the Center on Race, Poverty and the Environment, said setbacks would only lead to the closure of a small percentage of wells but would significantly impact health in low-income communities. “So 1% annually is not a huge drop-off in production,” Ress contended. “We see no reason that would lead to major cuts in jobs or revenue for local government.”
